I've read from a link on an update email I get from Spike on Angel that the budget for Season 5 was cut. This information came from an interview with David Fury in the new issue of Dreamwatch. I'll have to look for that mag at BN and I'll post the article. Haven't found it posted on the net yet.
I guess David Fury is also wrote the 100th episode and DB will be directing the 10th episode and not the 7th as previously stated.
They also want to do more flash backs to get more history on Spike & Angel's relationship. I also read that they are gearing toward a relationship with Angel and Spike as that of a successful and heroic big brother (Angel) and the little brother (Spike) as heroic also, but doesn't get the recognition his older brother does and his maybe jealousy about that.
Edit: Also mentioned that if SMG does make a guest appearance, then they will deal with the jealousy issues between Angel and Spike, but she she doesn't come to Angel, then they are just gonna let it alone.
But that can also be pure speculation.

art of being: james marsters So far, season five has been great! Do The Light Thing: "So far, season five has been great! I get to prance around and act like a jerk and I don't really have to care about anyone's feelings. I think that's the direction Spike is headed and hopefully, he won't have to have his heart ripped out like he did with Buffy." Que Sarah, Sarah: "Sarah and I have talked a couple of times about her joining us again. She's into it. So, hopefully, if her schedule permits, she'll come over to the show and Dave and I can fight over her!"
Peace, Love & Harmony: "I don't think there's any male member of the cast and crew who is sorry that Harmony is back! Beyond that, I guess it's an open field. Personally, I think it will be a little weird if Spike hooks up too quickly."
Hot Ticket: "I recently did a movie based on a West End London play. It was a romp. These two fugitives break into the home of a couple and everyone has sex and dies. I wasn't a fugitive. I actually play a guy who can't fight at all. It was really refreshing."

Here are 2 tidbits she mentioned in her latest chat.
From erankin: Got anything fresh on Angel? I just watched the trailer for the first episode, and I need more! I watched the first two episodes, and they are amazing. Honestly. Spike comes back at the end of the first episode, sees Angel and asks, "Is this hell?" To which Lorne responds, "No, Los Angeles, but a lot of people make that mistake." To live here is to love that. And some very funny moments with Harmony and Angel...and Harmony and Spike. The dynamic of this new ensemble is pretty great. Angel's second ep picks up nineteen days after the Buffy finale, so Spike has been missing in action for exactly that long before he reappears in the middle of Angel's posh new office at Wolfram & Hart.
From cooliofool: Sorry, I just got here. Do you have any Angel gossip? I need my Angel gossip, please. Lots of flirtation with Fred's new handler (in the lab), and we see a whole new side of her this season: bitchy. But in a strong, commanding, you-go-girl kind of way.

These pics show how Spike makes his appearance at the end of Episode one. They look pretty cool. She has the video of it, but is looking for some to host is as she doesn't have the bandwidth. If it gets posted, I'll be sure to post the url. www.spikeonangel.com/gallery/ep501screencaps.html

What's interesting is that's the first thing Buffy says to anyone in "Bargaining Part 2" DAWN: Talk to me. Say something! The tower creaks. BUFFY: (quietly) Is ... this hell? DAWN: (confused) What? Buffy turns to face Dawn with an anguished frown. BUFFY: Is this hell? DAWN: No! Buffy, no! (taking a tiny step closer) You're here ... with me. (another tiny step) Whatever happened to you, whatever you've been through, it's ... it's over now. You're-

From what I understand, Episode 1 is picking up right after the events of the last episode of last season - maybe a day or 2.
I also read where Episode 2 is like 3 weeks or so from the last episode of last season . . . so wherever Spike is, he didn't reisde there very long.

Got these from Ain't it Cool News:
Friday, October 3, 2003 Major ANGEL Spoilage!! I am – Hercules!!
5.8 will see the employees of Wolfram & Hart getting some kind of mystical rabies (or something), launching into murderous rages over office supplies and imagined breaches of workplace ettiquette.
Harmony will be among those who get a case of the crazies, loudly questioning Spike’s decision to choose that “slayer whore” over her.
The big news is Spike no longer appears to be a ghost at this point. Harmony is able to take a big bite out of Spike’s shoulder. Spike is also able to effortlessly shove employees out of their offices and slug Harm in the kisser.
I’m guessing Spike stopped being ghosty late in 5.7. A Wolfram functionary seems surprised that Spike can now toss people about.
The fabulous Eve is back, and even she has to admit that things are indeed odd, even for a multidimensional law firm. “This is bad,” she confirms. “Yeah? You think?” replies Angel, ordering the building sealed off.
Looks like we may get a flashback or two with vampires Angelus and William in their evil, pre-automobile days.

Here is more to what Betsy posted:
TEXTSpike and Harmony are hastily moving down a hall. They enter an office, where a guy named Reese is sitting, looking through papers. Spike tells him abruptly to get out. Reese retorts that he isn’t going to take orders from a ghost, and then-- bam. Spike reaches out and grabs him. Corporeal, apparently. He drags Reese out into the hall as Harmony unbuttons her blouse. Spike takes off his coat (cueing redqueen and I to shudder simultaneously) and slams the door shut in the guy’s face.
Reese is bewildered, and pounds on the door. Spike yells at him to piss off. What follows is described as grunting and groaning coming from inside the office.
Later, it looks like Harmony is biting Spike’s shoulder viciously (which makes me wonder if he’s actually human). He pulls free, jumps to his feet. They describes Harmony as being twitchy and agitated, ranting and raving. Red, bloody eyes. I’m getting a mental image of the zombies from 28 Days Later for some reason, for those of you who have seen that movie. Anyway, Spike backs away, freaked out. Harmony yells at him that he’s a pig, and all he wants is his SLAYER WHORE! (Her words, not mine.)
She attacks him, and Spike slugs her across the face, knocking her out.
Also, there seems to be an Angelus/William flashback going on somewhere in there, but you can't tell really what's going on-- they're riding in a coach somewhere, apparently.
Can I just say NOOOOOOOOO to the Harmony parts? Hopefully it's misleading.

Hopefully it's misleading. This is just so wrong! Maybe whatever "rabies" infection is making everyone crazy also effected Spike and he goes momentarily nuts. At least their (ewww) *encounter* doesn't appear to end well. Ok, feeling better now. Spike goes insane, gets bit by Harmony, which shakes him out of his lustful rage (can I again say "ewww") and all ends well. Whew!
